5 Commitments Made, 5 Commitments Kept

  • Increase safety of the public and officers by redeployment of personnel.
  • Restore sound fiscal policies and practices in all budgetary matters.
  • Establish mandatory drug testing for all officers.
  • Improve officer safety and working conditions at the Kane County Correctional Center.
  • Stabilize the Communications Division.

Accomplishments

Public Safety

  • Members of the Office received the prestigious Star of Distinction from the Chicago Crime Commission in 2007 and 2009. We were the only suburban law enforcement agency to receive this award in 2009.
  • Partnered with numerous federal law enforcement agencies including the highly successful Operation First Degree Burn which resulted in the arrest of 33 Aurora Latin King gang members on cold-case homicides.
  • Provided security for the 2009 Solheim Cup, which was attended by
    100,000 spectators.
  • Successfully moved from the old Fabyan Parkway facility to the new site on Rt. 38. This included moving the 511 inmates that were held in the old facility to the new Adult Justice Center without incident.

Professionalism

  • Created the Office of Professional Standards to ensure employees of the office represent themselves in a manner consistent with today’s law enforcement professional and to ensure the Office hires the best employees to serve the citizens of Kane County.
  • Instituted mandatory random drug testing for deputies and civilian employees.
  • Re-established the Sheriff’s Honor Guard.
  • Mandated the use of video cameras for use of force incidents in the jail. This program has reduced lawsuits and has proved beneficial as evidence in court.
  • Secured a grant to purchase video cameras for our patrol vehicles.

Openness

  • Redesigned the Office web site with the goal of decentralizing some services and to allow citizens easier access to some of the services provided by the office. The web site also allows citizens a virtual tour of the agency.
  • Appointed Public Information Officers for the Office in order to make the office more transparent and to keep citizens informed about the matters pertaining to public safety.

Fiscal Responsibility and efficiency

  • Hired a Grant Administrator who has brought over $450,000 in grant funding to our agency over the past two years.
  • Eliminated Sheriff’s I.T. division, reducing overall budget.
  • Helped facilitate the merge of the Sheriff’s 911 center to KaneCom, a standalone agency. This merge was part of the overall change from several different computer systems to the New World global system which allows all entities of the Office to function under one standard system.
  • Restricted the use of county owned vehicles to in Kane County only, greatly reducing fuel costs. Since 2007, we have reduced fuel consumption by 45,000 gallons.
  • Ended 2008 on budget with a $24,000,000 overall budget.
  • Eliminated the appointed rank of Captain and Public Safety Commander.
  • Restructured the command structure of the Office by combining the position of Undersheriff and Public Safety Commander to the position of Chief Deputy. Reduced the overall public safety command staff from 14 to 8, a 42% reduction.
  • Reduced the public safety staff from 95 in 2006 to 85 in 2010 without reducing the number of deputies assigned as 911 responders.

Partners with the Community

  • Re-established SRO positions at Kaneland and Burlington high schools.
  • Expanded Community Policing services such as TRIAD Senior Services, Family Finder Program, Too Good for Drugs and Neighborhood Watch.
  • Expanded the jail volunteer program to bring in members of the community to work with inmates to help prepare them for their eventual release and hopefully reduce recidivism rates.
  • Created a Citizens Police Academy which has had three graduating classes and has established its own alumni organization.
  • Established the Sheriff’s Charity Car Show in 2007, raising over $22,000 for local charities.

Future Goals

  • Continue to find efficiencies by streamlining our organization.
  • Continue to implement technology to assist us in operations.
  • Continue to pursue grant funding to ease the burden on our budget.
  • To complete build-out of the Adult Justice Center to enable the Office to eliminate the need for outsourcing of overflow inmates. This will also allow the county to generate revenue by housing overflow inmates from the U.S. Marshals and Immigration and Customs Enforcement.
  • To continue to work alongside our citizens and further develop trust in our communities.
  • To continue to ensure members of the Kane County Sheriff’s Office represent the image of today’s law enforcement professional.
